(4)[ In theatres where 70 mm. picture is exhibited, the front row shall not be near to the screen than the effective width of the normal picture for 35 mm, film ¾th of effective width, for cinema scope and half of the effective width for 70mm. film. The distance shall be measured from the back edge of the front row to the screen.
