19. Directions by the Government.
(1)In the discharge of its functions, the Ayog shall be guided by such directions on a question of policy as may be given to it by the Government.(2)If any dispute arises between the Government and the Ayog as to whether a question is or is not a question of policy, the decision of the Government shall be final.
