Section 62 in The Punjab State Electricity Regulatory Commission (Conduct of Business) Regulations, 2005

62. Withdrawal and Disposal of Complaint.

(1)If a complainant, at any time before final order is passed in any proceedings satisfies the Commission that there are sufficient grounds for permitting him to withdraw his complaint against the respondent named in the complaint, or if there be more than one respondent, against all or any of them, the Commission may permit the complainant to withdraw the same.
(2)If the Commission, is of the opinion that it will not be appropriate to allow the withdrawal of the complaint, the Commission may make orders for the proceedings in the complaint being continued by such other person in place of the complainant and in such manner as the Commission may consider appropriate.
(3)Where the Commission is of the opinion that the continuance of the proceeding under these Regulations is unnecessary or is an abuse of the process, it may at any stage, terminate the proceeding for reasons to be recorded in writing.
