Section 15 in The Karnataka Legislature Salaries, Pensions And Allowances Act, 1956

15. Power to make rules.

(1)The State Government may, by notification in the [Karnataka Gazette] [Adapted by the Adaptations of Laws Order 1973 w.e.f. 1.11.1973], make rules for carrying out the purposes of this Act.
(1A)[ Any rule under this Act may be made to have effect retrospectively, and if any such rule is made, a statement specifying the reasons for making such a rule shall be laid before both Houses of the State Legislature along with the rule under sub-section (2).] [Inserted by Act 18 of 1968 w.e.f. 1.11.1956]
(2)[ Every rule made under this section shall be laid as soon as may be after it is made, before each House of the State Legislature while it is in session for a total period of thirty days which may be comprised in one session or in two successive sessions, and if before the expiry of the session in which it is so laid or the session immediately following both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect, as the case may be; so however that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.] [Substituted by Act 10 of 1960 w.e.f. 1.01.1960]
(3)[ Notwithstanding anything contained in this Act, any other law, rule or order, all rules, notifications and orders which may or are required to be made or issued under this Act, relating to the members of the Legislative Assembly and the Legislative Council, the Chairman, the Deputy Chairman, the Speaker, the Deputy Speaker, the Leaders of the Opposition [the Government Chief Whips and the Opposition Chief Whips] [Inserted by Act 14 of 1985 w.e.f. 29.09.1984], in respect of their salary, allowances, pensions, medical bills, accommodation, personal staff, journeys and facilities of all types to which they are entitled, shall be made or issued by the Secretary, Karnataka Legislature with the approval of the Special Board, consisting of the Chairman, the Speaker, the Chief Minister and the Minister in charge of Parliamentary Affairs after consultation with the Finance Department and with such person, body, authority or a department of the State Government as may be prescribed.]
