Section 13(2) in Tamil Nadu Apartment Ownership Act, 1994
(2)The by-laws shall provide for the following matters, namely:-(a)the percentage of the votes which shall constitute the quorum;(b)the maintenance, repairs and replacement of the common areas and facilities and the limited common areas and facilities and payment therefor;(c)the keeping and maintenance of accounts and books by the society or the Association of Apartment owners;(d)the convening of general meeting of the society or the Association of Apartment owners for the procedure at such meetings including the sending of notice of such meetings, maintenance of minutes books and the 'powers to be exercised by such meeting;(e)the manner of collecting from the apartment owners their share of the common expenses;(f)the appointment and removal of persons employed for the maintenance, repairs and replacement of the common areas and facilities and the limited common areas and facilities;(g)the method of adopting and of amending administrative rules and regulations governing the details of the operation and use of the common areas and facilities and the limited common areas and facilities;(h)the restrictions on the requirements respecting the use and maintenance of the apartments and the use of the common areas and facilities and the limited common areas and facilities not set forth in the Deed of Apartment, as are designed to prevent unreasonable interference with the use of their respective apartments and of the common areas and facilities and the limited common areas and facilities by the several apartment owners;(i)the percentage of the votes required to amend the by-laws;(j)the terms and conditions subject to which transfer of any apartment and percentage of undivided interest in the common areas and facilities and the limited common areas and facilities of such apartments may be effected;(k)the leasing out part of the building or land, if any, for commercial(l)such other matters as may be prescribed.
