Section 27(1) in The Group 'D' Employees Service (U.P.) Rules, 1985
(1)The scale of pay admissible to persons appointed to the various categories of posts in the Establishment whether in a substantive or officiating capacity or as a temporary measure shall be such as may be determined by the Government, from time to time.
