Section 201(1) in The Securities and Exchange Board of India (Issue of Capital and Disclosure Requirements) Regulations, 2018
(1)Subject to the compliance with the provisions of the Companies Act, 2013, a public issue may be opened:(a)within twelve months from the date of issuance of the observations by the Board under regulation 6; or
