Section 7(1) in Bihar State Higher Education Council Act, 2018
(1)The member Secretary-Cum- State Project Director shall be a person of Indian administrative service cadre, who is in-charge secretary/ special secretary / additional secretary of Higher Education. He shall be appointed by the State Government.
