Section 28(2) in Punjab State Veterinary Council Rules, 1997
(2)All other non-official members not covered under sub-rule (1) shall be paid a daily allowance at the rate of Rupees one hundred per day besides ordinary deluxe bus or ordinary first Class railway fare to and fro from the actual permanent residence, by the Punjab Council :Provided that in emergent situations, the State Government may allow the President of the Punjab Council to travel in higher classes than his entitlement and the President of the Punjab Council shall be empowered to allow members of the Punjab Council, committees sub-committees and Registrar in similar situations to travel in higher classes than their entitlement.
