Section 16(1)(b) in Tamil Nadu Co-operative Societies Rules, 1988

(b)If the hoards of the societies referred to in clause (o) fail to meet and elect a person within three months from the date of despatch of the preliminary resolution by the societies or if a person is not elected for any reason, the Registrar may nominate the president of any of such societies as the person to convene the joint meeting.
