Section 29(2)(c) in The Chennai Corporation Servants Conduct Rules, 1968

(c)the previous approval of the Corporation and the State Government shall be obtained in the case of applications from person who have been given special and expensive training at the cost of the Corporation and the State Government to increase their utility to the Corporation and the Stale Government.
