Section 98(2) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(2)No resolution shall be moved in regard to any matter falling outside the jurisdiction of the District Council and to any of the following subjects, namely:(a)any matter which is under adjudication by a Court of law having jurisdiction in any part of the Union of India;(b)any matter relating to the conduct of any judge or Magistrate,
