38. Criteria for crossing efficiency bars.
(1)No person shall be allowed to cross the first efficiency bar unless his work has been satisfactory, he is found to have worked steadily and to the best of his ability and his integrity is certified.(2)No person shall be allowed to cross subsequent efficiency bar unless he is found to have continued to work with ability and his integrity is certified.
