23. Scales of pay.

(1)The scales of pay admissible to persons appointed to the various categories of posts in the Service, whether in a substantive or officiating capacity or as a temporary measure, shall be such as may be determined by the Government from time to time.
(2)The scales of pay in force at the time of the commencement of these rules are as follows :
