Section 45 in Haryana Panchayati Raj Election Rules, 1994

45. Ballot boxes to be locked and sealed before the commencement of poll.

(1)The Presiding Officer at each polling station shall immediately before the commencement of the poll, allow inspection of each ballot box, to be used at the poll, by the candidates, [and their polling agents] [Substituted by Legislative Supplement Part III dated 4.11.1994.], who may be present at such station, and demonstrate to them and to all other persons present, that it is empty.
(2)The Presiding Officer shall, after complying with the provisions of sub-rule (1), secure and seal the box in such manner that the slit in the box for insertion of ballot papers therein remains open and shall also allow the candidates or their [polling agents,] [Substituted by Legislative Supplement Part III dated 4.11.1994.] who may be present to affix their own seals on the space in the box meant therefor, it they so desire.
(3)The seals to be used for ballot box shall be affixed in such manner that it shall not be possible to open the box again without breaking such seal or any thread on which the seals have been affixed.
