(2)Any driver, owner or person in-charge of a mechanical vehicle aggrieved by unauthorised collection of fee, may lodge a complaint with the officer authorised by the State Government or the executing authority, as the case may be, in this behalf, who shall after hearing the parties pass an order on such complaint, within 30 (thirty) days thereof, for refund of excess payment and for damages to compensate for the inconvenience suffered by such user.
