Section 499(1) in The Orissa Municipal Corporation Act, 2003
(1)The Corporation shall formulate Integrated Corporation Development Plan (ICDP) to ensure adequate and sustainable level of infrastructure and services for all its residents and such infrastructure and services are planned and delivered in an equitable manner.
