Section 2(f) in The Orissa Services (Medical Attendance) Rules, 1947
(f)"patient" means a Government servant or a member of his family to whom these rules apply and who has fallen ill;(i)"family" means a Government servant's wife or husband, as the case may be, and parents, children, and step - children wholly dependent upon the Government servant;
