(2)One-third of the total strength of the members of the Syndicate shall be the quorum required for a meeting of the Syndicate:Provided that such quorum shall not be required at a convocation of the University or a meeting of the Syndicate held for the purpose of conferring degrees, diplomas or other academic distinctions.
