Section 17(3) in The Punjab Livestock and Birds Diseases Act, 1948
(3)If, after such examination, the Veterinary Surgeon certifies that the [livestock or bird] is infective though not diseased the [livestock or bird] shall be dealt with in such manner as the [State] Government may, by rule, prescribe in this behalf.
