Section 31(1) in The Orissa Civil Services (Commutation of Pension) Rules, 1992
(1)On the commencement of these rules, all rules including Chapter XII of Orissa Pension Rules, 1977 corresponding to the provisions of these rules and orders including Office Memorandum (hereinafter referred to as the old rule) in force immediately before such commencement shall cease to operate;
