Section 69(1) in The M.P. Nagarpalika Nirvachan Niyam, 1994
(1)Every ballot paper which is not rejected under Rule 68 shall be counted :Provided that no cover containing tendered ballot paper shall be opened and no such ballot paper shall be counted.
