Section 13(xiv) in The Orissa Panchayat Samiti (Administration of Affairs) Rules, 1987
(xiv)advise the Samiti against passing any resolution of the nature referred to in Section 38 of the Act and on purpose and methods of implementation of schemes assigned to the Samiti;
