Section 17(1) in The National Cadet Corps Rules, 1948
(1)A person desirous of being appointed as an officer in the Senior Division shall apply direct to the Vice-Chancellor of the University or the Director of National Cadet Corps of the State or the Director of Public Instructions, as may be specified in this behalf by the State Government, with one copy to the College, and thereupon the Principal of the College shall forward his recommendations to the Vice-Chancellor, he Director National Cadet Corps of the State or the Director of Public Instructions as the case may be.
