Section 25(3)(c) in The Himachal Pradesh Forest (Settlement) Rules 1965, As Amended By First Amendment Rules 1975

(c)If in any case in which a Commissioner has called fora record, he is of opinion that the proceedings taken in order made should be modified or reversed, he shall report the case with his opinion thereon for the orders of the Financial Commissioner.
