१.मेरे संसदीय क्षेत्र मेहसाणा में ग्रामीण विकास कार्यों में जो धनराशि आबंटित की जा रही है, उसका पूरा उपयोग नहीं हो रहा है। अत: ग्रामीण विकास कार्यों की समीक्षा एवं ग्रामीण विकास के लिए आबंटित राशि की केवल १५ प्रतिशत धनराशि ही गांवों के विकास में लगती है। इन कारणों पर चर्चा करने का कार्य,
२.देश भर में बन्द एन.टी.सी. मिल में कई हजार लोग बिना काम के वेतन ले रहे हैं और भारत सरकार को इसका भार सहन करना पड़ रहा है। देश की बन्द एन.टी.सी. मिलों को पुन: खोल कर उसका आधुनिकीकरण करने का कार्य,। श्री पुन्नू लाल मोहले (बिलासपुर) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए :-
1. छत्तीसगढ़ राज्य की ओर चलने वाली चिरपिरी से बिलासपुर ट्रेन को रायपुर दुर्ग तक बढ़ाया जाए जिससे मनेन्द्र चिरपिरी कोरवा क्षेत्र के आसपास के नागरिकों को रायपुर राजधानी तक आने-जाने में सुविधा मिल सके।
2. छत्तीसगढ़ राज्य की रायपुर राजधानी से बिलासपुर दुरारा नम्बर शहर हवाई पट्टी छोटी होने के कारण बड़े हवाई जहाज उतरने में कठिनाई हो रही है। इसीलिए बिलासपुर नई हवाई पट्टी बनाने की आवश्यकता है। स्वीकृति दी जाए।
SHRI SUNIL KHAN (DURGAPUR): Sir, the following items may be included in the next week’s agenda:-
(1) From the incidents of Honda Scooter Cycle and Scooters India Limited, Gurgaon, it is observed that the company denied rights on the workers to form union. The management also removed four workers and suspended 25 others on the plea of formation of Union. Since the company is a foreign multinational, whether the Cabinet had allowed relaxation of labour laws while according Cabinet approval for investment in India.

SHRI SUNIL KHAN : (2) The Railway Board has extended ‘special package’ of assistance to one of the subsidiaries of BBUNL & M/s. Bharat Wagon and Engineering Company Limited (BWEL) based at Bihar to resume production whereas Railway Board has not extended the same ‘special package of assistance’ to other subsidiaries of BBUNL in Burnpur and Howrah Works of BSCL[m18] . [cmc19] श्री गणेश सिंह (सतना) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए :
1. देश की कुल आबादी का एक बड़ा भाग गरीबी रेखा के नीचे जीवन-यापन कर रहा है। इन लोगों को गरीबी रेखा से बाहर लाने केर् ौलए जो योजनाएं सरकार द्वारा चलाई जा रही हैं, उनका लाभ बहुत ही कम लोगों को मिल रहा है। अब तक के जो सर्वेक्षण गरीबी रेखा के हुए हैं, उनमें लाखों लोगों को शामिल नहीं किया गया है। उन्हें इस सूची में शामिल करने केर् ौलए उचित सर्वेक्षण एवं कार्यवाही की जरूरत है।
2. देश में बेरोजगारी की समस्या दिन-प्रतदिन भयंकर रूप धारण कर रही है। सरकार के द्वारा बेरोजगारी मिटाने केर् ौलए चलाए जा रहे वभिन्न कार्यव्रड्ढम बेरोजगारों की तुलना में बहुत कम हैं।देश के अंदर सरकारी क्षेत्रों में रोजगार दिनोंदिन घटते जा रहे हैं। अत: इसके निदान हेतु आवश्यक कदम उठाए जाने चाहिए।
श्री रवि प्रकाश वर्मा (खीरी) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को सम्मिलित करने का कष्ट करें :
१.भारतवर्ष के मछुआ/कश्यप समुदाय की आर्थिक, सामाजिक स्थिति अत्यंत ही खराब है। अत: इसे अनुसूचित जाति का दर्जा दिया जाए।
२.भारतवर्ष के कतिपय राज्यों में महिला-पुरूष अनुपात बुरी तरह असंतुलन की ओर जा रहा है।इस हेतु विशेष प्रयास किया जाए एवं लड़कियों के लिए विशेष सामाजिक सुरक्षा के उपाय किए जाएं।
श्री वी.के. ठुम्मर (अमरेली) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए जो लोकहित में हैं :
1. गुजरात के अमरेली जिले की बंजर भूमि को कृषि योग्य बनाने में जिप्सम खाद का कारखाना विश्व बैंक की सहायता से खोले जाने का कार्य।
2. गुजरात के अमरेली जिले में नए डाकघर खोले जाने एवं बन्द हुए डाकघरों को पुन: खोले जाने का कार्य कराया जाए।
श्री बची सिंह रावत ‘बचदा’ (अल्मोड़ा) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए :
1. भारत-तिब्बत (चीन) व्यापार के अन्तर्गत सीमान्त जिला पिथौरागढ़, उत्तरांचल के परम्परागत व्यापार के संरक्षण हेतु भेड़-बकरियों के आयात पर कोरेन्टाइन परीक्षण तथा आई.ई.सी. (Import Export Code) जैसे प्रावधानों की बाध्यता समाप्त कर, स्थानीय पशु चकित्सकों को पशुओं की जांच का अधिकार दिए जाने व कच्चे रेशम के आयात को पूर्ण छूट प्रदान किए जाने की आवश्यकता।
2. भारत-तिब्बत (चीन) के मघ्य परम्परागत व्यापार को बढ़ाने व स्थानीय व्यापारियों को प्रोत्साहन हेतु व्यापार की अवधि को पूर्व की भांति स्थायी रूप से प्रतिवर्ष १ जून से ३१ अक्टूबर तक निर्धारित किए जाने की आवश्यकता।
डॉ. सत्यनारायण जटिया (उज्जैन) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए :
1. नई दिल्ली/हजरत निजामुद्दीन से रतलाम तथा उज्जैन एवं इन्दौर के बीच नई रेल यात्री गाड़ियों को प्रारम्भ करने की आवश्यकता है। अतएव, नई दिल्ली/हजरत निजामुद्दीन से कोटा-नागदा, उज्जैन-इन्दौर तक, मथुरा से उज्जैन तक, कोटा नागदा - रतलाम तक नई रेल यात्री गाड़ियां चलाई जाएं तथा महिदपुर रोड, नगदा, खाचरोड स्टेशनों के रेल यात्री गाड़ियों के स्टॉपेज तथा रेल यात्री आरक्षण सुविधाएं पूर्ववत की जाएं।
2. मध्य प्रदेश में ग्राम विकास के लिए तथा ग्रामीण क्षेत्रों में प्रधानमंत्री सड़क योजना को प्रभावी रूप से लागू करने तथा केन्द्रीय सड़क नधि (सी.आर.एफ.) से सड़क निर्माण के प्रस्तावों को स्वीकृत कर धनराशि उपलब्ध करायी जाए।
श्री काशीराम राणा (सूरत) : महोदय, अगले सप्ताह की कार्यसूची में निम्न विषयों को शामिल किया जाए जो लोकहित में हैं :
1. एनडीए शासनकाल में ३० लाख की आबादी वाले सूरत शहर में स्थित रेलवे स्टेशन को आदर्श रेलवे स्टेशन घोषित किए जाने की प्राप्त स्वीकृति मिलने के बाद रेलवे स्टेशन भी आदर्श रेलवे स्टेशन पर अभी तक इस दिशा में कोई कार्य नहीं किया गया है जबकि कई शहरों में घोषित आदर्श स्टेशनों पर कार्य हो चुका है। अत: सूरत रेलवे स्टेशन पर आदर्श रेलवे स्टेशन के अंतर्गत कार्य किए जाने का कार्य एवं सूरत कि पास उधना रेलवे स्टेशन पर रेलवे स्टेशन पर यार्ड एवं प्लेटफार्म का विस्तार के कार्य।
2. सूरत शहर में ३० लाख की आबादी एवं बढ़ते यातायात को देखते हुए सूरत में मेट्रो रेलवे चलाने हेतु सर्वे एवं कार्य शुरू करवाने का कार्य।

SHRI GURUDAS DASGUPTA (PANSKURA): Sir, I am on a point of order. The arrangement of Business of the House is clearly given in Chapter II of Directions by the Speaker Lok Sabha, Edition 2004. In the List of Business for the day that is circulated, Calling Attention is at Item No.13. The hon. Home Minister is not making a statement. He is replying to the debate. His reply is listed after the Calling Attention. Without disposing of the Calling Attention, how can you allow the hon. Home Minister? Of course, I respect him and I am inclined to listen to him. But, according to the Rule Book, you cannot allow the reply to take place without disposing the Calling Attention that is listed. This is what the Rule Book says. Hon. Minister’s reply is listed in today’s List of Business much after the Calling attention. So, you cannot allow that now, Sir. MR. DEPUTY-SPEAKER: I will take the opinion of the House.
