13. General Control of Visitor.
(a)The Regulatory Commission shall function under the general control of the Visitor.(b)The Visitor in performance of his duties of general control of the Regulatory' Commission, may call for any paper or information relating to the affairs of the Regulatory' Commission for reasons to be recorded and thereon, by an order in writing, give such directions to the Regulatory Commission on that basis.(c)The Visitor may before issuing any direction, call comment of the Commission and may also direct for personal presentation on any matter before giving any direction.
