Section 3(a) in The Punjab Capital (Development and Regulation) Building Rules, 1952
(a)A person who erects or re-erects [or occupies] [See 1st Amendment Rules, 1968.] any building shall comply with these rules and in addition shall comply with the restrictions shown on the Zoning Plans.
