Section 3(1)(a) in The Bihar Vaccination Rules, 1944

(a)for any area where the licensed system of vaccination is in force unless, after oral and practical examination he has been granted by the Superintendent of Vaccination under Rule 19 a license which should be valid for the year in which it is issued and shall be renewable every year; or
