(1)No person shall be appointed as public vaccinator or authorised to act as a public vaccinator-(a)for any area where the licensed system of vaccination is in force unless, after oral and practical examination he has been granted by the Superintendent of Vaccination under Rule 19 a license which should be valid for the year in which it is issued and shall be renewable every year; or(b)for any other area unless he has been granted after such examination by such Superintendent a certificate of competency in the form specified in sub-rule (2).
