Section 28(4) in The Karnataka Public Libraries Act, 1965
(4)(a)The Executive Committee shall be responsible for the executive functions of the Local Library Authority.(b)The Finance Committee shall scrutinise proposals for increase of revenue, examine the receipts and expenditure statements, consider all new propositions affecting finance and shall generally supervise the revenue and expenditure of the Local Library Authority.
