(1)Every District Board shall appoint an Education Committee consisting of-(a)the District Education Officer;(b)not more than four members of the District Board;(c)not more than three persons who may be of either sex and who are not members of the District Board, but who in the opinion of the District Board, possess special qualifications for serving on the Committee; and(d)the District Superintendent of Education who shall be ex-officio member and Secretary of the Committee.
