Section 90(3)(a) in The Coal Mines Regulations, 2017

(a)No person shall carry out any examination, repair or other work in any shaft while winding operations are being carried on; and no winding shall be carried on or permitted while persons are engaged in such examination, repair or work, except where winding is necessary for the same.
