Section 70(1) in The Static and Mobile Pressure Vessels (Unfired) Rules, 2016

(1)Any of the officer specified in the first column of the Table below may exercise the powers mentioned in sub-section (1) Section 7 of the Act in the areas specified in the corresponding entry in the second column of that Table:-

The Chief Controller or Controller authorized by ChiefController The whole of India.
All District Magistrates Their respective districts.
All Magistrates subordinate to the District Magistrate. Their respective jurisdictions.
The Commissioners of Police. Their respective jurisdictions.
Deputy Commissioners of Police subordinate to theCommissioners of Police. The respective areas over which their authority extends.
All police officers not below the rank of a Sub-Inspector. The respective areas over which their authority extends.
Provided that the powers of removal and destruction under clause (d) of sub-section (1) of Section 7 of the Act shall not be exercised by any Magistrate or police officer except under and in accordance with the instructions of the Chief Controller or Controller authorized by him.
