(1)The Finance and Accounts Officer shall,-(a)exercise general supervision and management over the funds and investment of the University and shall advise the University as regards its financial policy; and(b)exercise such other powers and perform such other financial functions, as may be assigned to him by the Board, or as may be prescribed :Provided dial the Finance and Accounts Officer shall not incur any expenditure or make any investment exceeding such amount as may he prescribed except with the previous approval of the Board.
