24. Appointment, selection and fixation of pay and allowances.
(1)Subject to the provision of this Act, procedure for appointment, promotion, selection, fixation of pay and allowance, and other service conditions of teachers and members of the staff of the University shall be as prescribed in the Statutes.(2)Notwithstanding anything contained in the Act no University or any colleges or its institutions shall create any teaching or non-teaching post involving financial liability, nor shall increase the pay and allowances of its staff without prior sanction of the State Government.Chapter-VI Education, Research and Extension Education
