Section 257(5) in Bihar Board's Miscellaneous Rules, 1958
(5)The Superintending Engineer will, if he agrees with the conclusion of the committee both as regards the site and arrangement of the buildings countersign the papers and forward them to the Head of the Department concerned for counter-signature and transmission to the Commissioner of the Division for signature and return to the Executive Engineer.
