Section 13(2) in Kerala Agricultural University Act, 1971

(2)One-fifth of the total number of members of the General Council shall be the quorum for meeting of the Council.Provided that such quorum shall not be required for a convocation of the University or a meeting of the General Council held for the purpose of conferring degrees, titles or other distinctions.
