Section 39(1) in Haryana Narcotic Drugs and Psychotropic Substances Rules, 1985
(1)Depots for the sale of poppy straw shall be established at such places as the Excise Commissioner may from time to time direct and such depots shall normally be located in Government owned hospitals or dispensaries under the direct control of Chief Medical Officer.
