- A process shall not be drawn up for execution or service unless the fee chargeable under Rule 17 has been paid or has been remitted.The fee shall be paid in court-fee stamps, which shall be affixed either to the application by which the Court is moved to issue the process (in addition to the court-fee chargeable upon the application itself), or, if no such application be filed to a separate sheet of paper giving particulars of the case as also a reference to the order by which the Court directs the issue of the process.
