Section 4(1) in The Orissa Employment Officers' Service Rules, 1970
(1)The recruitment to the service shall be made in consultation with the Commission-(a)by promotion in accordance with Rules 5 to 9 ; and(b)by direct recruitment in accordance with Rule 10.
