Section 16(1) in The U.P. Cotton Ginning and Pressing Factories Rules, 1964
(1)The owner of every cotton pressing factory in which cotton is handled on the ground floor shall cause the press-house to be paved, or otherwise provided with suitable flooring to the satisfaction of the Chief Inspector of Factories or an Inspector acting under his orders within a period of two months from the date on which these rules come into force.
