Section 28(1) in Jammu and Kashmir Water Resources (Regulation And Management) Rules, 2011
(1)It shall be lawful for the Assistant Executive Engineer to issue an order to the persons using any field channel to construct, within a reasonable time specified in such order, suitable bridges or culverts or other works as approved by the Assistant Executive Engineer for the passage of the water of such field channel across any public road, canal or drainage channel in use before the said field channel was made or to repair any such works.
