(a)The Commissioner may grant passes for the import of poppy-heads to any person engaged in medical or veterinary practice of ruse in such practice. Such passes will be in such form as the Commissioner may order.(b)A fee of Rs. 3 shall be charged for every such pass.(c)A pass-holder for the import of poppy-heads shall observe the terms of his pass and shall keep an accurate account of their use in his practice.
