(2)A Market Committee may incur expenditure towards preparation of address to the Governor, or a Minister of an amount not exceeding rupees one hundred :Provided that no charges shall be incurred on entertaining any Minister or any other V.l.P. or on the purchase of any casket for the presentation of address to him.
