Section 75(2) in The Bihar Primary and Middle Education Rules, 1961
(2)If a non-official member of the Planning Committee ceases to be a member thereof, by reason of his death, resignation, removal or otherwise, the vacancy so caused shall forthwith be reported to the State Government by the President of the Committee, who may fill up the vacancy by a fresh nomination. The person so nominated shall fill such vacancy for the un-expired portion of the term for which the non-official members would have continued in office.
