Section 15(2)(ii) in The Rajasthan Administrative Service Rules, 1954

(ii)He has completed not less than 10 years service in connection with the affairs of the State out of which at least 3 years of service in the grade of an Assistant of the Government secretariat or equivalent grade after regular selection on 1st day of April of the year for which Special Selection is made;
