Section 15(2) in The Rajasthan Administrative Service Rules, 1954
(2)[ Qualifying service for Special Selection. - No person shall be considered for recruitment to the Service by Special Selection unless:(i)He is a graduate of a University established by law in India;(ii)He has completed not less than 10 years service in connection with the affairs of the State out of which at least 3 years of service in the grade of an Assistant of the Government secretariat or equivalent grade after regular selection on 1st day of April of the year for which Special Selection is made;(iii)He is less than 45 years of age on the 1st day of April of the year of Special Selection;(iv)He is serving in connection with affairs of the State excluding Tehsildar.]
