[Section 9(b)] - No person shall be enlisted as a member unless he -(i)is a citizen of India, or a subject of Sikkim or of Nepal; and(ii)bears a good moral character, which fact will be verified through the Sarpanch of the village or the Company Commander of Home Guards Unit I or Home Guards Unit II or local police.
