Section 6(1) in The U.P. Lokayukta And Up-Lokayuktas Act, 1975
(1)Subject to the provisions of Article 311 of the Constitution, the Lokayukta or an Up-Lokayukta may be removed from his office by the Governor on the ground of misbehaviour or incapacity and on no other ground:Provided that the inquiry required to be held under clause (2) of the said Article before such removal -(i)in respect of Lokayukta shall only be held by a person appointed by the Governor being a person who is or has been a Judge of the Supreme Court or a Chief Justice of a High Court; and(ii)in respect of an Up-Lokayukta shall be held by a person appointed by the Governor being a person who is or has been a Judge of the Supreme Court or who is or has been a Judge of a High Court.
